We are excited to welcome you to the South County Economic Development Council’s Annual Economic Summit. Throughout the day many important topics will be discussed with an eye on both the present and what it will mean for the future of South County. As a region we are fortunate to be the crossroads to billions of dollars of international commerce and with continued focus and investment can ensure a prosperous future. In addition to exceptional economic forecasts our panels will explore how our future workforce, resource and infrastructure investment, and binational relationships can lead to enhanced opportunities.
We invite you to join us after the Economic Summit for our Elected Officials Reception. During the reception all attendees will have the opportunity to interact with those officials charged with leading our communities as we look to the other side of the pandemic. Take the time to enhance existing relationships while forging new ones.

The Governor’s office of Business and Economic Development (GO-BiZ)
has 85 million dollars in Tax Credits available. The California Competes
Tax Credit (CCTC) is an income tax credit available to businesses
that want to locate in California or stay and grow in California.
Businesses of any industry, size, or location compete for over $180
million available in tax credits
by applying in one of the three application periods each year.
Awards are primarily based on the following factors, including:
• Number of jobs created or retained.
• Anticipated amount of new capital investments
• Overall economic benefit to the state
• Opportunities for future growth and expansion

Good afternoon,
San Diego County leaders.
One of the reasons I enjoy what I do is that the Water Authority lives
its core values every day. Last week we began scheduled maintenance
of our historic First Aqueduct, which was started in the 1940s. The
project is a shining example of our organizational value, “To create
lasting solutions.” I like to think of this value as how we use our
expertise, energy, and innovation to create the long-term quality of
life we want for future generations.
As our team works round the clock to reline portions of the First Aqueduct,
I’m reminded of why it’s so important to keep looking ahead. Regularly
scheduled maintenance ensures a safe and reliable water supply for
our region’s 3.3 million residents and $268 billion economy. It extends
the life of our infrastructure. And it’s a proactive approach that
helps us avoid possible damage to private and public property and associated
costly emergency work.
The First Aqueduct maintenance shutdown is part of the Water Authority’s
Asset Management Program
. As assets age, we proactively replace and repair them. Our crews
work 365 days a year, managing 310 miles of pipelines and associated
facilities that provide water to our member agencies.
That feat alone is impressive, but what’s truly remarkable is that
our team does this while minimizing impacts to water service. During
shutdowns, crews can reline thousands of feet of giant pipeline in
just a few days. This

To help us accomplish such a colossal task, our ratepayers made decades
of investments in innovative inspection technologies. Electromagnetic
scanning, robotic inspections, and 3D tunnel inspections all help
the Water Authority’s asset management team detect defects in pipelines
and related facilities. They also help us reduce maintenance costs
down the road, which supports our efforts to keep water affordable
for our retail member agencies and their customers.
I’m proud to say our Asset Management Program has been widely recognized
for its pioneering work. In fact, this is where our patented inspection
device comes from. If you’ve never seen this device in action, take
a minute to watch how it performs a visual inspection of pipelines
without crews climbing inside. I’m sure you’ll enjoy it.
We’re looking forward to wrapping up this phase of First Aqueduct
maintenance. Projects like this ensure that our community thrives
for generations to come.
