We are excited to welcome you to the South County Economic Development
Council’s Annual Economic Summit. Throughout the day many important
topics will be discussed with an eye on both the present and what
it will mean for the future of South County. As a region we are fortunate
to be the crossroads to billions of dollars of international commerce
and with continued focus and investment can ensure a prosperous future.
In addition to exceptional economic forecasts our panels will explore
how our future workforce, resource and infrastructure investment,
and binational relationships can lead to enhanced opportunities.
We invite you to join us after the Economic Summit for our Elected
Officials Reception. During the reception all attendees will
have the opportunity to interact with those officials charged with
leading our communities as we look to the other side of the pandemic.
Take the time to enhance existing relationships while forging new
ones.

After almost three years, the COVID-19 Emergency Declaration has come to
an end. While it has been a difficult time with much uncertainty, I am
proud of our City employees who worked tirelessly to keep our community
safe, continued delivery of critical services and ensured city projects
moved forward.
Our resiliency would not have been possible without our amazing community
who came together and supported each other in many ways.
In honor of Second Chance Month in April, the Center for Employment Opportunities
(CEO) is partnering with the San Diego County Office of Standards and
Labor Enforcement (OLSE) to host an informative session on implementing
fair chance hiring practices and an opportunity to hire qualified applicants
on the spot at the job fair!
During the free seminar, you will hear about the new 2023 California
labor laws and gain access to helpful fair chance hiring tools. For the
Job Fair, you will meet with talented job seekers and showcase your company’s
open job opportunities. This event has been graciously sponsored by Indeed.

San Diego County leaders,
Lately I’ve been thinking a lot about the unique strengths of the people
around me, and how we can unite those strengths to address the complex
water issues facing the Southwest. That’s why I’m excited that the Water
Authority could host the Colorado River Board of California (CRB) this
week for a tour of local projects that enhance the San Diego region’s
water resiliency.
I appreciate the new meeting structure implemented by the CRB, under
the leadership of Chair JB Hamby, Imperial Irrigation District’s representative,
and Vice Chair Jim Madaffer, the Water Authority’s representative and
Water Authority board member. They have decided to rotate the monthly
CRB meetings between different agencies to build awareness of the work
each agency does to serve their communities. I can’t think of a better
way to strengthen unity and the spirit of collaboration among Southern
California water leaders, which is absolutely critical in negotiating
solutions to the Colorado River’s challenges.
The Water Authority is a longtime member of the CRB and has been an engaged
partner in conversations about the river's future. Through the hard work
and collaboration it took to form the 2003 Quantification Settlement,
which is only possible through our conserved water transfer agreement
with the Imperial Irrigation District, the largest conservation-based
transfer in U.S. history, you can see the important role we play in the
agency and on the river.
I know these are challenging times on the river, and we need to think
about solutions that address both the present and the future. It is only
with collaboration that we can ensure the river can continue to support
40 million people, nearly 6 million acres of agriculture, and tribes
across seven states and portions of Mexico. This week’s CRB meeting offered
an important opportunity to showcase water supply projects that create
water resiliency locally
and reduce the demand on the river.
The CRB board and staff will have a chance to see projects that generate
water now, like the Claude “Bud” Lewis Carlsbad Desalination Plant. And
they’ll tour the East County Advanced Water Purification Plant, which
is under construction. Both projects, like all of our region’s investments
in water resiliency projects, were a direct result of bringing the right
people together in search of answers to complex problems.
My goal for the Water Authority in hosting this week’s CRB meeting is
simple – to provide a space for important conversations to happen. And
if I know one thing about this group, it’s that we’re not afraid to roll
up our sleeves and work together to solve tough problems.
