The South County Economic Development Council (SCEDC) is committed to promoting growth and development in the South San Diego region. With this in mind we were glad to join the San Diego Regional Chamber’s Delegation to Washington DC,
this past week.
Represented by President and CEO Jim O'Callaghan and Board Chair Patricia Alvarez, the SCEDC spent three days in the nation's capital, taking part in discussions with the State Department and other key stakeholders about important issues facing the region.
One of the primary topics on the agenda was the Tijuana River Clean-up, an ongoing effort to address pollution in the river and its impact on the surrounding environment. Through the delegation we were able to share perspectives on the issue, and work with other members of the delegation in asking for continued investment and support from our Federal Government.
Another key focus of the trip was infrastructure, with discussions centered on installations and equipment for zero emissions fleets and increased investment for our border crossings. The SCEDC was able to learn about the latest developments in these areas, and share their own insights.
But perhaps the most valuable part of the trip was the opportunity to meet with congressional and senate leadership to discuss key funding and development opportunities for the region. The SCEDC was able to make their case for why the San Diego region deserved investment and support, and to build relationships that could help drive progress in the future.
Throughout the trip, the SCEDC was grateful for the leadership of the San Diego Regional Chamber of Commerce in coordinating a tremendous program with high-level attendees and invaluable access to our nation's leaders. We are proud to have been part of such an illustrious and committed group focused on the stability and health of San Diego.
The extraordinary transformation of the Chula Vista waterfront on San
Diego Bay continues. The Port of San Diego Board of Port Commissioners
has approved a construction contract for a brand new bayfront public
amenity, the future Sweetwater Park. To be built just north of the
Gaylord Pacific Resort and Convention Center where construction is
underway, Sweetwater Park is envisioned as a natural habitat-oriented
recreational open space to showcase the unique natural wildlife assets
of San Diego Bay, encouraging passive activities to complement the
adjacent Sweetwater Marsh National Wildlife Refuge. Features will include:
* Meadows and specialty gardens with native plants, shrubs and ground
cover, some serving as ecological buffer/mitigation areas to protect
sensitive wildlife habitats
* Mounded grasslands
* Nature playgrounds
* Various seating and picnic areas
* Pedestrian and bicycle paths, some paved and others with softer surfaces
* Sand dunes
* Overlooks for bayfront viewing
* Public art
* Public restroom facility
* 216 parking spaces
Associated infrastructure and utilities including drainage improvements,
site water, sewer, and electrical utilities and service connections
to public utilities, an environmental fence, a dumpster enclosure,
and a growing grounds/maintenance structure
“Sweetwater Park will connect us to some of the best of nature along
San Diego Bay, allowing us to experience and appreciate it while also
protecting our precious wildlife habitat and coastal resources,” said
Commissioner Ann Moore, Chula Vista’s appointee to the Board of Port
Commissioners. “It’s really going to be unlike any other park we have
on our bayfront and will give the public access to an area they’ve
never been able to touch before.”

The Port of San Diego Board of Port Commissioners has voted to advance
a redevelopment project proposed by the Maritime Museum Association
of San Diego (Maritime Museum) to the environmental review phase.
The Maritime Museum is seeking to redevelop its entire premises on
the North Embarcadero with new facilities housed in a two-story, approximately
14,000-square-foot structure with plans to include galleries, an educational
theater, a café for ticketholders and the public, a museum store, public
access terraces, a dock and dine for recreational boaters, administrative
offices, and back-of-house functions.
As part of National Second Chance Month, more than 200 people, many of
whom had been previously incarcerated and are now looking for a fair
chance to be part of the workforce, attended an employer seminar and
job fair.
The free event, hosted by the Center for Employment Opportunities (CEO)
and the San Diego County Office of Labor Standards and Enforcement
(OLSE), was held downtown last Thursday, April 13 and included 20 booths
for companies like CVS, Amazon, Western Towing and Goodwill Industries,
along with companies who encourage sustainable practices.
The City of Chula Vista has an open position for a Communications Manager.

Today, the Biden-Harris Administration announced awarding $24 million in federal Bridge Investment Program funds to the City of San Diego for improvements to the Palm Avenue/Interstate 805 (I-805) bridge in the Otay Mesa/Nestor region. Caltrans District 11 will work in partnership with the City to oversee the construction and delivery of the project.
The grant was announced during a visit to San Diego by the Federal Highways Administration’s Deputy Administrator Andrew Rogers on Thursday, April 13.
As part of the project, the bridge will be seismically retrofitted and widened for left turn pockets to improve safety and operations of the area, as well as provide multi-modal benefits such as bus stop landings for future transit service, and bike and pedestrian enhancements which will provide improved access to local amenities to fortify regional connectivity for job growth.

The City of Chula Vista is building a roadmap that enriches community experiences by promoting our diversity. Our vision is to continue to cultivate a city where everyone feels connected, embraced and respected. An important part of this process is engaging with the community. To facilitate this, the City hosted six community focus group sessions in fall 2022. For additional engagement in 2023, the City is hosting four Community Building Roundtables in April.
Chula Vista residents of all ages and backgrounds are invited to attend the Community Building Roundtables. The first three sessions will be held in English with Spanish translation available. The fourth session will be held in Spanish with English translation. To help the facilitators prepare and accommodate a variety of needs, a RSVP is requested, but not required.

National City Business Outreach: South County EDC in partnership with the City of National City conducted the business outreach efforts in the month of March on the business corridor of East Plaza Blvd. The intent of our business outreach program is to provide business assistance, assist the south county cities with canvassing specific areas, and to capture data that would help us learn more about the economic environment in the targeted areas. The business outreach in National City will conclude by the end of this fiscal year, in the month of June 2023. We would like to thank all volunteers that joined us in the month of March: Tanya Castaneda from PRM Consulting Inc, Willie Armas from SCEDC Board and U.S. Bank, Mario Espinosa from U.S. Bank, Vic Bianes from SCEDC Board and Golden Realty Group, and SCEDC staff.
